Update: 8th November 2025

The consultation for the SMBC's draft Local Plan runs from 6th November to 21st December 2025.  

"This is not the final plan. The consultation is a chance for you to read the draft Local Plan, review the draft proposals in detail" and provide feedback to SMBC.  "Your feedback will be used to shape the next version of the Local Plan before it is submitted to the Government for review."

See www.stockport.gov.uk/localplan for details.  High Lane is listed as somewhere to build a minimum of 1000 new dwellings.  And nearby, at least 300 new dwellings are listed to be built to the east of Hazel Grove (between Sandown Road, Torkington Road and Hazel Grove Golf Club), bringing the total within the boundary of High Lane Village Neighbourhood Forum (HLVNF) to at least 1300.

At our HLRA meeting on 6th November 2025, it was announced that:

  • HLVNF is currently preparing a digest of key facts of relevance to residents of High Lane about the Stockport Local Plan.  We will keep you updated here.
  • On Saturday 22nd November 2025, 2pm to 4.30pm in High Lane Village Hall, HLVNF is holding a consultation event: Your Village, Your Forum, Your Plan,  "focusing on 1000 houses proposed for High Lane GREEN BELT".

Update: August 2024

On 8th August 2024, SMBC announced that the consultation (which had been scheduled to start in September 2024) on the Local Plan has been suspended as a result of extensive proposed policy changes and a much higher housing number for Stockport and many other Councils in the Country. 

It added "A revised Local Development Scheme, formally setting out our timetable towards submission of a Local Plan in compliance with the proposed NPPF, will be issued in due course."

Previous updates

In December 2020 SMBC councillors met to vote on whether to accept the Greater Manchester Spatial Framework.

The council voted to reject being part of the GMSF, so now the council will have to develop it's own Stockport Plan to cover housing, transport and infrastructure etc by the end of 2023.

The draft plan is expected to be out soon for public consultation.

The High Lane Village Neighbourhood Forum [HLVNF] has been successful in the referendum stage which saw the Plan being made. It contains policies in regard to any future developments in the village [Housing, transport, green and open spaces and heritage].

It will now be incorporated into the SMBC Local Plan.
