Clean Air Plan: Agreed by Government
On 23rd January 2025, the government confirmed that "drivers in Greater Manchester will not face additional charges as the area is set to benefit instead from an £86 million scheme to clean up the region’s air".
Greater Manchester Authorities had submitted an alternative proposal in October 2024. The government and ministers have now agreed a Clean Air Zone is not necessary.

A Clean Air Zone (CAZ) for Greater Manchester had originally been planned to come into effect on 30th May 2022. However, before that date, the scheme was paused for review and then instead replaced by proposals for an investment-led Clean Air Plan to improve air quality, which has been refined through several iterations between local and national government.

On 11th October 2024, the Mayor of Greater Manchester, together with the GM Portfolio Lead for Clean Air, sent an email (PDF file, 2 pages) to the Secretary of State for Environment, Food and Rural Affairs, and to the Secretary of State for Transport, enclosing an Appraisal Report (PDF file, 126 pages) and a Supplementary Appraisal Report (PDF file, 44 pages) for Greater Manchester's Clean Air Plan to tackle Nitrogen Dioxide Exceedances at the Roadside.
